			<content:encoded><![CDATA[<p><span><span style="font-family: Arial; color: #000000; font-size: x-small;">كل صباح فى الأسبوع الماضى كنت أستيقظ وفى رأسى نفس الأفكار، كنت أراقب  المعجزة وأرتب أفكارى بشأن الخطوات الواجب اتخاذها فى المرحلة المقبلة.. لقد أسقطنا  الديكتاتور.. لقد زرعنا بذور مصر الجديدة، لكن ذلك ليس كافيا، يجب أن نرعاها ونعتنى  بها حتى تنمو وتكبر.</span></span></p>
<p>إن صحوة مصر نشرت الأمل عبر العالم العربى، الشجاعة  التى أبداها الشعب الليبى بإقدامه على المخاطرة بكل شىء من أجل الحرية تمثل نموذجا  لا يصدق. لكن تحقيق تلك الرؤية للجمهورية المصرية الثانية، التى تتحقق فيها  الديمقراطية والعدالة الاجتماعية وتساوى الفرص، واحترام حقوق الإنسان، وغيرها من  القيم العالمية، ليس أمرا يسيرا؛ فقد تدهورت مصر تحت رئاسة مبارك حتى صارت دولة  فاشلة. يجب أن نمسح وننظف ونبدأ من جديد.</p>
<p>إن المرحلة الانتقالية التى نمر  بها مرحلة حرجة، فالديمقراطية أسمى من أن تختزل فى مجرد صناديق اقتراع، ورغم أننا  كمصريين نقدر دور القوات المسلحة المصرية، إلا أن المؤسسة العسكرية وحدها لا يمكن  أن توفر الشرعية لتأسيس الديمقراطية.</p>
<p>الجيش المصرى يقود المرحلة الانتقالية  بطريقة مبهمة وحصرية، لم يتوجه الجيش لأى فصيل من المجتمع، فيما عدا قيامه بمقابلة  مجموعة مختارة من الشباب. ولم يحدد الجيش خطة أو جدولا زمنيا للمرحلة الانتقالية  التى ستقود مصر إلى دولة ديمقراطية.</p>
<p>أشعر بالقلق ويشاركنى هذا الشعور مجموعة  من الشباب، مصافحة الجيش المصرى لمجموعة من الشباب وحصر نتيجة كل ما حدث فى إطار  ثورة شباب ليس كافيا. الطريق نحو الديموقراطية يجب أن يكون شاملا لتحقيق التحول  الكامل لمصر، وحتى نتقدم وننتقل من أيام الغضب إلى أيام البناء، نحتاج عاجلا  إلى:</p>
<p>أولا: يجب أن يكون هناك دستور مؤقت يضمن حقوقا متساوية ويقوم على  الحريات، وقبل ذلك يجب تحديد الأهداف التى نبغى تحقيقها، وتقييد سلطات الحكومة  الانتقالية. ينبغى أن يتم ذلك حتى تضيع معالم النظام القديم.</p>
<p>فالدستور  القائم رسخ النظام القديم، وأعطى للرئيس صلاحيات إمبراطورية، وجعل البرلمان غير  ممثل للقوى وجعل القضاء شبه مستقل، فالجهود المبذولة الآن تأتى لرأب الصدع فى  الدستور القديم، ويجب أن نكون واضحين أن هذه خطوة مؤقتة لحين صياغة دستور جديد  ديمقراطى ويعتمد من خلال مجلس دستورى.</p>
<p>ثانيا: لابد من تكوين مجلس رئاسى من  ثلاثة أشخاص لقيادة المرحلة الانتقالية. اثنان من أعضائه مدنيان، والشخص الثالث  عسكرى. ولا يكون للثلاثة علاقة بالنظام القديم. وهذا المجلس يكون أول خطوة للوثوق  فى أن مصر تسير فى الاتجاه الصحيح. وعلى الجيش أن يكون هو الضامن لهذه المرحلة  الانتقالية، ولكن يجب ألا يظل الجيش فى مقعد قيادة من أجل تحقيق الإدارة الفعالة،  فهو بحاجة إلى شراكة زعماء مدنيين لتعزيز تطلعات الشعب.</p>
<p>ثالثا: يجب أن تكون  هناك حكومة مؤقتة من أشخاص لديهم كفاءات عالية، وفوق مستوى الشبهات، من أجل استمرار  الخدمات الأساسية لتحل محل عناصر النظام القديم التى لا ثقة فيها. هذه الحكومة يجب  أن تقوم بإنشاء مؤسسات قوية تشكل العمود الفقرى للمجتمع المدنى. والدور الأهم الذى  يجب أن تقوم به الحكومة هو تمهيد الطريق من أجل انتخابات حرة ونزيهة. وهذا الكيان  الانتقالى لابد أن يستمر لمدة عام، وليس ستة أشهر كما هو مقترح. ويجب على الأحزاب  السياسية أن تأخذ وقتها فى تنظيم صفوفها من أجل العودة إلى المجتمع.</p>
<p>فالانتقال السريع للسلطة لن يستفيد منه سوى الأحزاب والجماعات القائمة،  تاركة الأغلبية الصامته بعيدة عن الساحة السياسية، ومؤدية إلى انتخابات شكلية.  رابعا: ينبغى إلغاء جميع أدوات الديكتاتورية المنتهية ولايتها، وقانون الطوارئ،  والتى خنقت البلاد لمدة 30 عاما. وينبغى أيضا الغاء المراسيم التى تقيد تشكيل  الأحزاب السياسية، وتقيد حرية الصحافة، كما يجب إطلاق سراح المعتقلين  السياسيين.</p>
<p>لقد أبدى البعض القلق من الدور الذى ستلعبه جماعة الإخوان، يجب  توضيح هذا المفهوم الخاطئ، فالإخوان المسلمون جماعة محافظة دينيا فى مصر لكنها لا  تنتهج العنف.</p>
<p>فقد حظيت بمصداقية لتوفيرها خدمات اجتماعية للمواطنين فى حين  فشلت حكومة مبارك فى ذلك. وقد التزمت علنا بالمشاركة فى دولة أهلية لا دينية ومبادئ  المساواة فى الحقوق بغض النظر عن الدين. وبينما لا أشارك الإخوان فى آرائهم  الدينية، فإننى أراهم جزءا من عملية سياسية وديمقراطية. يحظى الإخوان بتأييد من قبل  أقلية كبيرة، لذا يجب أن تكون ممثلة مع المجموعات الأخرى من الاشتراكيين  والليبراليين.. الخ، فى ظل دستور ينص على الطابع المدنى للدولة ويضمن الحق فى حكومة  تمثيلية.</p>
<p>ما أشرت إليه ليست رؤيتى الخاصة بل هى رؤية أغلبية قوية من  المصريين، بما فى ذلك عدد كبير من مجموعات الشباب الذين أعمل معهم بشكل وثيق لأكثر  من عام. رؤيتنا لـ«جمهورية ثانية» تكمن فى مصر دولة حديثة معتدلة. يجب أن تكون  مؤسساتها الديمقراطية مجهزة بهياكل وقادة تمكننا من اللحاق بركب بقية الدول العالم  فى مجال العلم والتكنولوجيا، لتوفير الفرصة لـ 40 % من مواطنينا الذين يعيشون فى  فقر، وتعليم 30% من الأميين. هذا سيستغرق وقتا لكن علينا تحقيقه.</p>
<p>منذ فترة  طويلة كان حلم الديمقراطية فى قلوب الشعب المصرى. فشبابنا خلق الشرارة، واحتضن  المصريون قيادتهم لبناء منارة الأمل فى جميع أنحاء العالم العربى، وكان آخرها فى  ليبيا. فهذه هى البداية  فقط.</p>

			<content:encoded><![CDATA[<div>The  <strong>Alliance of Egyptian Americans</strong> <strong>(AEA) </strong>has been closely following  the events related to Egyptian parliamentary election with increasing alarm.  Egyptian and International media have all confirmed and provided evidence of  unprecedented level of irregularities and fraud.</p>
<p><strong>AEA </strong>is calling  on the Egyptian authorities to take immediately the following steps:</p>
<p>1-  Annul the election results.<br />
2- Terminate the State of Emergency and its  applicable laws restricting freedom of speech, assembly and peaceful political  activities.<br />
3- Work with all political forces without exclusion to form  an<em> Election Commission </em>independent of the interior ministry and  answerable to the High Court.<br />
4- Allow full supervision of the entire  election process by the Judiciary.<br />
5- Allow unfettered Domestic Civil  Associations and International Observers to observe the entire electoral process  to give that process the required legitimacy and credibility.<br />
6- Remove the  constitutional restrictions on presidential candidacy of article 76 of the  Constitution.</p>
<p><strong>AEA </strong>further calls on <strong>all </strong>political parties  and independents to heed the lessons learned albeit belatedly and boycott any  future elections until above six conditions are met.</div>

&#8216;This Is an Historical Moment for Egypt&#8217;<br />

Egyptian opposition politician Mohamed ElBaradei: &#8220;I won&#8217;t leave them in the lurch.&#8221;<br />
In a SPIEGEL interview, Egyptian Nobel Peace Prize recipient Mohamed ElBaradei, 68, discusses the urge for change in his home country, possible cooperation with Islamists in the next election and the prospects of driving autocratic Hosni Mubarak out of office.</p>
<p>SPIEGEL: Mr. ElBaradei, some six months ago, you announced in an interview with us that you wanted to retreat from public life. After 12 years as the chief of the United Nations nuclear weapons inspectors in Vienna, you only wanted to give lectures. Now you are challenging President Hosni Mubarak. What happened?</p>
<p>ElBaradei: The decisive moment was my return to Cairo in February. I really only wanted to visit my country again and spend a few weeks at my house here near the pyramids. But then, 1,500 people were standing there at the airport. It was a cross-section of our society: students, business people, workers and surprisingly many women, including Egyptian women with head scarves and veiled faces. Some called out: &#8220;This country must be changed, please help us make that happen!&#8221; Others held signs reading: &#8220;ElBaradei for President!&#8221; It electrified me.</p>
<p>SPIEGEL: And that&#8217;s why you changed plans? According to the constitution, you can&#8217;t even become a candidate for the presidency without your own party. </p>
<p>ElBaradei: I have traveled through the cities and through the villages. I was shaken by the backwardness of my country, deeply moved by the people&#8217;s palpable desire for change, overpowered by the sympathy and enthusiasm I was met with. And then it was the regime itself that gave me no other choice than to become politically active. With the help of the state-controlled media, they launched an unprecedented smear campaign against me, denounced me as a foreign agent. </p>
<p>SPIEGEL: You know what happens to challengers of Mubarak. The last man to contest Mubarak for the presidency landed in jail.</p>
<p>ElBaradei: I was in Alexandria a short time ago with Ayman Nour at a protest event dedicated to the victims of the regime&#8217;s torture. I&#8217;m privileged in that I can rely somewhat on the fact that my international recognition protects me. Of course my wife and my children are afraid of violent attempts against me. But my family knows that I have no choice: We live in a special time of awakening. This is an historical moment for Egypt &#8230;</p>
<p>SPIEGEL: &#8230; in which many see you as a kind of messiah. </p>
<p>ElBaradei: I neither can nor want to be a savior. This mentality of sitting back and waiting for a savior is exactly what I am fighting against. The people have to effectuate change themselves and they have to dedicate themselves to it &#8212; that is the only way to achieve decisive progress. And that is exactly what is happening these days, with a breathtaking mobilization in completely new ways.</p>
<p>SPIEGEL: How so?</p>
<p>ElBaradei: Volunteers from all over the country, from every level of society are joining us. They ask: What can I do? There are already a good 15,000 supporters who are fanning out in the cities and villages to inform people about the &#8220;National Movement for Reform.&#8221; Many are joining us in our signature-gathering campaign and are saying with their names and passport numbers: We have had enough, we want change! And because our state of emergency laws prevent more than five people from assembling for a demonstration, we are creating a virtual town hall through the media.</p>
<p>SPIEGEL: You&#8217;ve become a blogger?</p>
<p>ElBaradei: A short time ago, I didn&#8217;t even know what Twitter and Facebook were. Now I use the new media and we have almost 30,000 permanent users on our website and two Facebook groups with 250,000 users each. Things are starting to move in my country. </p>
<p>SPIEGEL: Why is this only starting now?</p>
<p>ElBaradei: The country has been governed under state of emergency laws for the past 30 years. The security services are omnipotent, the police act arbitrarily. This has created a culture of fear. Should a figure be needed to represent this awakening, I will do everything I can to be a catalyst for this change.</p>
<p>SPIEGEL: For a long time though, as director general of the International Atomic Energy Agency and as the Nobel Peace Prize winner in 2005, you were something for the regime to be proud of. </p>
<p>ElBaradei: Oh yes. Just four years ago, President Mubarak awarded me this country&#8217;s highest medal and gushingly praised me as an outstanding son of Egypt to the point that it was embarrassing for me. Since I have become actively involved in the Egyptian political opposition, the state authorities have, in a subtle way controlled my public exposure, such as appearances on television. Some of my supporters were detained, and hoteliers who offered me a meeting room were pressured to cancel the booking. </p>
<p>SPIEGEL: Many Egyptians refer to Mubarak as the &#8220;Pharaoh&#8221; because he has been ruling the country from his palace for almost 30 years now. How do you see him? </p>
<p>ElBaradei: Mubarak is a one-man show without checks and balances, with no real contact with the people, who has allowed Egypt to become a police state. The regent of a country that has fallen deeply, dramatically lost stature and forfeited influence. </p>
<p>SPIEGEL: Iran and Turkey appear to dominate in the Middle East. Has Egypt now been relegated to playing second fiddle? </p>
<p>ElBaradei: Cairo was once the undisputed cultural and economic center of this region. Today close to one-third of the 80 million Egyptians are illiterate, more than one out of every five people is forced to survive on less than $1 a day. But, according to Transparency International, we have a leading position in the list of the world&#8217;s most corrupt states. Egypt is even on a list of countries threatened to become failed states &#8212; that just shows how far things have gone with us. </p>
<p>SPIEGEL: That is a Herculean task for the next president.<br />

Part 2: &#8216;A Double Standard Is Being Applied&#8217;</p>
<p>SPIEGEL: Many Egyptians say that the West has allied itself too closely with Mubarak, while others say that Mubarak has become a lackey of Western powers. Who is right?</p>
<p>ElBaradei: Take a look at our roll in the Gaza conflict. The Gaza Strip is the world&#8217;s largest prison. And it is one with two prison guards &#8212; on the one side, Israel seals the area off, and on the other side we have closed our border. Egypt&#8217;s government has invoked security reasons for doing so &#8212; they fear the Hamas, whose radical positions I do not share, but who came to power in a legitimate election.</p>
<p>SPIEGEL: What would you do differently in the Gaza conflict? </p>
<p>ElBaradei: We must do all that we can to relieve the suffering of the people there. Open the borders, end the blockade! And for the long term, not half-heartedly as is now the case on our side &#8230;</p>
<p>SPIEGEL: &#8230; and as the Israelis are now planning, at least when it comes to deliveries of food items. </p>
<p>ElBaradei: I don&#8217;t see a danger to our national security through a permanent opening. But I do see a major problem with us continuing to be accomplices to those who humiliate the Palestinian people. </p>
<p>SPIEGEL: Do you still believe in a Palestinian state, that can co-exist with Israel? </p>
<p>ElBaradei: That is the only solution. But for that to happen, a government must come to power in Israel that respects the 1967 borders. That accepts that repression is no solution.</p>
<p>SPIEGEL: And the Palastinians must recognize Israel&#8217;s right to exist and make sure that no further rockets are fired from the Gaza Strip into Israel. Both sides still have some work to do before the conditions are met for further negotiations. </p>
<p>ElBaradei: Exactly. But the people in the Middle East have the impression that a double standard is being applied, and that things are only ever demanded of the Palestinians. Such behavior stirs up resentment in the people of Egypt. </p>
<p>SPIEGEL: How can you, on the one hand, satisfy the Arab street and, on the other, cooperate with the West and negotiate with Israel? </p>
<p>ElBaradei: Turkey is a member of NATO and partner of the West and Israel. And yet Prime Minister Erdogan has no qualms about supporting an aid flotilla for Gaza that was supposed to breach Israel&#8217;s sea blockade. The people of the Arab world are celebrating him. Erdogan&#8217;s photo can be seen everywhere.</p>
<p>SPIEGEL: Political populism doesn&#8217;t help any country &#8212; just look at Iranian President Mahmoud Ahmadinejad. </p>
<p>ElBaradei: I agree. But the so-called moderate regimes in the Middle East have not fulfilled their promises. The people were betrayed by their rulers. And the Arab League, once co-founded by Egypt, with its headquarters in Cairo, long ago became irrelevant through its wavering. What is left of it is a joke. That is why Ahmadinejad, with his radical positions, is so celebrated by the masses &#8230;</p>
<p>SPIEGEL: &#8230; and feared by leaders in the Middle East. He is strongly suspected of trying to build nuclear weapons. You know better than anyone how great the threat is. Your inspectors collected the evidence against Teheran. The CIA now says that Iran could build a bomb within the next two years.</p>
<p>ElBaradei: The Iran situation is multifaceted. Tehran is working on technologies that make the construction of a bomb possible and it is on the path to becoming a virtual nuclear power. But I do not believe that the Iranians are actually producing nuclear weapons. </p>
<p>SPIEGEL: But simply having control over the nuclear fuel cycle puts Iran in a more powerful position and puts neighboring states under pressure. </p>
<p>ElBaradei: That is a status issue that is overrated by the West. It is a matter of prestige. The Iranians are showing the Arab world that technologically, they have caught up with the world&#8217;s leading nations. </p>
<p>SPIEGEL: It has been alleged that Saudi Arabia and Egypt also have plans to develop nuclear weapons. Is that all misinformation?</p>
<p>ElBaradei: I think it is nonsense. Of course I am very much in favor of a Middle East free of nuclear weapons, without Iranian, but also without Israeli, atomic weapons. But in general, the danger of a nuclear-armed Iran is overestimated, some even play it up intentionally. In the competition for regional influence, it is not military hardware that is decisive, but soft power. It is a competition centered on who has the better ideas, the more functional institutions, the more modern society. In Egypt, in any case, the people do not identify with the state. </p>
<p>Part 3: &#8216;I Am Afraid of Violence Breaking Out&#8217;</p>
<p>SPIEGEL: How do you plan to lead the people of your country out of this frustration? </p>
<p>ElBaradei: For those who have to wonder where their next meal is coming from, &#8220;democracy&#8221; remains a meaningless buzzword. First and foremost, standards of living must be improved. Egyptians suffer under cronyism and corruption. They are aware that competence and achievement are not rewarded. The gap between the rich and the poor becomes wider each day. People long for freedom and dignity, and that can only be achieved if the term &#8220;democracy&#8221; is filled with life.</p>
<p>SPIEGEL: How do you mean that?</p>
<p>ElBaradei: The president can no longer be allowed to be omnipotent. It must become possible to vote him and his government out of office when they fail. We need an independent justice system and a free press. Egyptian citizens must be allowed to elect their representatives in an atmosphere that is free of state pressure, irrespective of religion and gender. Why not have a woman as head of government? Why not a Coptic Christian?</p>
<p>SPIEGEL: And you want to advance this progressive program with the help of the Islamists from the Muslim Brotherhood?</p>
<p>ElBaradei: It is true that I have spoken with representatives of the Muslim Brotherhood and that we discussed the struggle against Mubarak.</p>
<p>SPIEGEL: There is talk of a &#8220;strategic partnership.&#8221; </p>
<p>ElBaradei: I speak with all representatives of the opposition. The Muslim Brotherhood is not allowed to form a party, but their individual candidates take up 20 percent of the seats in parliament. They enjoy respect because they are socially active. They have been portrayed as allies of bin Laden, which is complete nonsense. One doesn&#8217;t have to agree with their conservative-religious ideas, but they are a part of our society. They have every right to participate in the development of this society if they pursue their path in a democratic manner, free of violence.</p>
<p>SPIEGEL: But that is exactly what observers have their doubts about. And they believe that the Islamists are using you to get into power. </p>
<p>ElBaradei: That won&#8217;t happen. I take the Muslim Brotherhood at their word. Egypt is a country shaped by Islam. I will only avail myself as an agent for democratic change.</p>
<p>SPIEGEL: Are democracy and Islam really compatible? </p>
<p>ElBaradei: In one sura in the Koran, it says that a ruler must consult his people, only then can he rule justly. One can start there. At the end of the day, Islam, like any religion, is what you make out of it.</p>
<p>SPIEGEL: In October, there are parliamentary elections in Egypt &#8230; </p>
<p>ElBaradei: &#8230; and they should absolutely be monitored by international election observers, as should the presidential elections next year.</p>
<p>SPIEGEL: The whole of Egypt is now wondering: Are you going to run for president? </p>
<p>ElBaradei: At my age?</p>
<p>SPIEGEL: On election day you will be 69, and Mubarak will already be 83. One can&#8217;t really speak of a youth movement unless Mubarak sends his son, the banker Gamal Mubarak, into the race.</p>
<p>ElBaradei: I have met Gamal a number of times. I cannot say that I find him disagreeable. Nothing, however, indicates that he would be an improvement over his father. </p>
<p>SPIEGEL: In other words, you are throwing your hat into the ring.</p>
<p>ElBaradei: It would require a change in the laws governing political parties and electoral rolls. Fair access to the media has to be guaranteed. And, of course, I would have to be allowed to register my movement as a party. We would have to collect money in order to stage campaign appearances. But let me be clear: If the conditions are fulfilled and if the people really demand that I run, then I won&#8217;t leave them in the lurch.</p>
<p>SPIEGEL: Otherwise the &#8220;historic moment&#8221; will just elapse?</p>
<p>ElBaradei: No. One doesn&#8217;t necessarily have to be in office to be an agent of change. In one of my Internet contributions, I wrote that we will overcome our fears, that civil society will take action and we will tear down walls, just like the Germans.</p>
<p>SPIEGEL: Were you not allowed to stand for election, what would you recommend voters to do?</p>
<p>ElBaradei: Should the rules not be changed, should there be no chance of a fair campaign, then I will call for a boycott.</p>
<p>SPIEGEL: And would you also call for the Egyptian people to demonstrate &#8212; even though that could end in a bloodbath? </p>
<p>ElBaradei: I am indeed concerned that the regime will gamble away the opportunity for a peaceful transition. I am afraid of violence breaking out. For exactly that reason, I have not yet called for mass demonstrations or for civil disobedience. The regime should know: One can arrest many demonstrators, but one cannot arrest an entire people.</p>
<p>SPIEGEL: In your opinion, which is more difficult: Preventing Iran from making a nuclear bomb or bringing democracy to Egypt? </p>
<p>ElBaradei: Both are difficult. Both are possible.</p>
<p>SPIEGEL: Will we be seeing you in the presidential palace in Cairo, come the autumn of 2011?</p>
<p>ElBaradei: As André Malraux once said, that which is least expected is normally what ends up happening.</p>

<p>ElBaradei: Yes, because foreign policy and domestic policy can no longer be separated. A state that wants to have international clout must have a lively and open civil society &#8212; only then will it be attractive elsewhere.</p>
<p>SPIEGEL: Nonetheless, the West still sees Mubarak as a partner. Despite his deficits when it comes to democracy, he is seen as a guarantee for a certain amount of stability. No other country outside of Israel receives as much American aid. </p>
<p>ElBaradei: You are touching on a dilemma for the West: Mubarak has convinced the United States and Europe that they only have a choice between two options &#8212; either they accept this authoritarian regime, or Egypt will fall into the hands of the likes of bin Laden&#8217;s al-Qaida. Of course that is not exactly true. Mubarak uses the specter of Islamist terror to prevent a third way: the country&#8217;s democratization. But Washington needs to know that the support of a repressive leadership only creates the appearance of stability. In truth, it promotes the radicalization of the people.</p>

<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">CAIRO — Egyptian security forces hit protesters and knocked some to the  ground before rounding dozens up at a demonstration Sunday against a  police beating that killed a young man a week ago.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">The protesters were venting Egyptian anger over the death of 28-year-old  Khaled Said in the port city of Alexandria on June 6. Relatives, at  least one witness and human rights groups say police beat him to death  and pictures of his bloody, disfigured face have been circulating on the  Internet. The Egyptian government claims he choked to death on a joint  as police were trying to arrest him.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">Human rights groups say police torture — including sexual abuse — is  routine in Egypt though the government denies it is systematic.  Reformers say a three-decade-old emergency law they describe as a  central tool of repression by President Hosni Mubarak&#8217;s regime is to  blame. Cases of police brutality rarely result in punishment.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">A couple hundred protesters gathered near the Ministry of Justice in the  capital Cairo Sunday afternoon, some chanting &#8220;Down with Hosni Mubarak&#8221;  and others holding up signs calling for an end to military rule and the  prosecution of the interior minister for Said&#8217;s death.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">Security forces, some of them in plainclothes, beat protesters and  knocked some to the ground. They put them in headlocks and handcuffed  them before dragging them off to waiting trucks for arrest.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">&#8220;Security officials used extreme forms of brutality on the protesters as  they were arresting them,&#8221; said Ahmed Maher, one of the protest  organizers, who estimated 80 people had been detained.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">Egyptian authorities repeatedly ordered journalists to leave the area  and prevented television cameras from filming.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">At one point, the son of prominent opposition leader Ayman Nour was  grabbed by plainclothes police and carted off, before the former  presidential candidate was able to wrestle him back into the crowd.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">Demonstrators held up side-by-side photos of Said, one showing him alive  and the other a grisly image after his beating.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">Earlier Sunday, an interview was posted on the web with the owner of an  Internet cafe who told a journalist from Nour&#8217;s Ghad newspaper that he  saw two policemen beat Said to death after dragging him out of his cafe  in the seaside city of Alexandria.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">&#8220;We thought they would just interrogate him or ask him questions. But  they took him as he struggled with his hands behind his back and banged  his head against the marble table inside here,&#8221; the cafe owner Hassan  Mosbah said.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">The Interior Ministry has denied the allegations, claiming Saturday that  Said was a known drug user wanted by authorities who died after choking  on a joint he swallowed when police sought to arrest him.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">Activists say his death is an example of rampant abuses made possible by  the emergency law.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">A fact-finding mission by the Egyptian Organization for Human Rights,  confirmed the cafe owner&#8217;s account.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">&#8220;They dragged him to the adjacent building and banged his head against  an iron door, the steps of the staircase and walls of the building,&#8221; the  Cairo-based organization said in a statement Sunday.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">&#8220;Two doctors happened to be there and tried in vain to revive him but  (the police) continued beating him,&#8221; the statement said.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">The official police statement, however, said the cause of death was  suffocation from &#8220;a cigarette containing drugs&#8221; lodged in Said&#8217;s  trachea. It also said he was wanted for convictions in absentia for  theft and weapons possession, in addition to evading compulsory military  service.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">&#8220;The allegations reported by some circles have intentionally ignored all  the facts in order to show that the human rights situation in the  country has been violated,&#8221; said the police statement.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">Amnesty International and other rights groups on Friday demanded an  independent investigation.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">The &#8220;shocking pictures &#8230; are a rare, firsthand glimpse of the routine  use of brutal force by the Egyptian security forces, who expect to  operate in a climate of impunity, with no questions asked,&#8221; Amnesty  said.</p>
<p style="margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding: 0px 0px 1em; border-width: 0px; line-height: 18px;">The victim&#8217;s brother, Ahmed Said, claimed the beating was in revenge for  his possession of a video showing the policemen dividing the spoils of a  drug bust among themselves and so they confronted him at the cafe. He  said he saw his brother&#8217;s body a day after his death. His jaw was  twisted, his rib cage mangled and his skull cracked, he said. Similar  images were posted on bloggers&#8217; websites and he confirmed their  authenticity.</p>

<p><span style="font-family: Tahoma; font-size: x-small;">احتشدت مساجد مصر بعشرات الآلاف من المتظاهرين  عقب صلاة الجمعة أمس، احتجاجاً على المجزرة التى ارتكبتها إسرائيل بحق  أسطول الحرية، كان أبرزها فى مدينة الإسكندرية، حيث تجمع ما يزيد على ٢٠  ألفاً من أعضاء النقابات المهنية والإخوان وممثلى القوى السياسية أمام مسجد  «القائد» وهتفوا لفلسطين.  وفى الغربية، تظاهر أكثر من ١٥ ألف مواطن  فى مراكز كفر الزيات وبسيون وقطور وسمنود والمحلة وطنطا وزفتى، وحرقوا  العلم الإسرائيلى، وطالبوا بطرد سفير تل أبيب من القاهرة، وفتح باب  الجهاد.وتكررت المظاهرات الحاشدة فى العريش والشرقية ودمياط وأسوان وأسيوط،  فيما دعا عدداً من خطباء المساجد بالقاهرة والمحافظات إلى مواجهة  إسرائيل بالقوة العسكرية وتظاهر المئات فى الجامع الأزهر، احتجاجاً على  حصار غزة. وأعلنت حركة «غزة الحرة» انقطاع الاتصالات مع السفينة «راشيل  كورى» التى تحمل مساعدات إلى غزة، ورجحت المسؤولة بالحركة «إرى بونز»، أن  تكون إسرائيل وراء انقطاع الاتصالات مع السفينة التى كان يتوقع وصولها  اليوم إلى القطاع.  وفى محاولة لامتصاص الغضب الدولى، اقترحت تل أبيب  أمس إجراء تحقيق بمعرفة سلطاتها وبمشاركة مراقبين فى الخارج بشأن ملابسات  الاعتداء على أسطول الحرية، وتواصلت المظاهرات الغاضبة فى عواصم عربية  عالمية، فيما رفض الرئيس الأمريكى باراك أوباما إدانة الهجوم الإسرائيلى،  ووصف ما ارتكبته تل أبيب بأنه يعبر عن مخاوفها الأمنية المشروعة. </span></p>

<div>JERUSALEM — The Israeli Navy raided  <a  href="http://www.nytimes.com/2010/05/28/world/middleeast/28mideast.html?ref=world">a  flotilla</a> carrying  thousands of tons of supplies for Gaza in  international waters on Monday morning, killing at least 10 people,  according to the Israeli military and activists traveling with the  flotilla. Some Israeli media reports put the death toll higher.  The incident drew widespread international condemnation, with Israeli  envoys summoned to explain their country’s actions in several European  countries. The criticism offered a propaganda coup to Israel’s foes,  particularly the Hamas group that holds sway in Gaza, and damaged its  ties to Turkey, one of its most important Muslim partners and the  unofficial sponsor of the Gaza-bound convoy.  The killings also coincided with preparations for a planned visit to  Washington on Tuesday  by Prime Minister Benjamin Netanyahu.  The Israeli Defense Forces said more than 10 people were killed when  naval personnel boarding the six ships in the aid convoy met with “live  fire and light weaponry including knives and clubs.” The naval forces  then “employed riot dispersal means, including live fire,” the military   said in a statement.  “That is a lie,” said Greta Berlin, a leader of the pro-Palestinian Free  Gaza Movement, speaking by telephone from Cyprus. She said it was  inconceivable that the civilian passengers on board would have been  “waiting up to fire on the Israeli military, with all its might.”  “We never thought there would be any violence,” she said.  At least four Israeli soldiers were injured in the operation, some from  gunfire, according to the military.  A military statement said two activists were later found with pistols  they had taken from Israeli commandos. The activists, the military said,  had apparently opened fire “as evident by the empty pistol magazines.”  The warships first intercepted the convoy of cargo and passenger boats  shortly before midnight on Sunday,  according to activists on one  vessel. Israel had vowed not to let the flotilla reach the shores of  Gaza, where the Islamic militant group Hamas holds sway.  Named the Freedom Flotilla, and led by the <a  href="http://www.freegaza.org/">Free Gaza Movement</a> and a Turkish  organization, <a  href="http://www.ihh.org.tr/">Insani Yardim Vakfi</a>,  the convoy was the most ambitious attempt yet to break Israel’s  three-year blockade of Gaza. About 600 passengers were said to be aboard  the vessels, including the 1976 Nobel Peace Prize laureate, Mairead  Corrigan-Maguire of Northern Ireland, and a Holocaust survivor, Hedy  Epstein, 85.  “What we have seen this morning is a war crime,” said Saeb Erakat, the  chief Palestinian negotiator. “These were civilian ships carrying  civilians and civilian goods  — medicine, wheelchairs, food,  construction materials.”  “What Israel does in Gaza is appalling,” he added. “No informed and  decent human can say otherwise.”  At  a press conference on Monday in Jerusalem, Israeli deputy foreign  minister, Danny Ayalon said the flotilla’s intent was “not to transfer  humanitarian things to Gaza” but to break the Israeli blockade.  “This blockade is legal,” he said, “and aimed at preventing the  infiltration of terror and terrorists into Gaza.”  Ms. Berlin, of the Free Gaza Movement, said, “They attacked us this  morning in international waters.  According to the coordinates, we were  70 miles off the Israeli coast.”  Prime Minister Benjamin Netanyahu had been scheduled  to meet President  Obama in Washington on Tuesday for talks on the Middle East peace  process.  Some media reports from Jerusalem said that Mr. Netanyahu  might delay his visit.  Within hours, diplomatic repercussions began to spread from the  Mediterranean to Europe where Catherine Ashton, the European Union’s  high representative for foreign affairs, called for a full inquiry into  the incident and the immediate lifting of the Israeli blockade of Gaza.  A joint statement from Robert Serry and Filippo Grandi, two senior  United Nations officials involved in the Middle East peace process and  humanitarian aid to Gaza, condemned the raid, which they said was  “apparently in international waters.”  “Israel launched this operation in international waters and to a ship  flagged white, which is unacceptable under any clause of the  international law,” the head of the Turkish Grand National Assembly’s  Foreign Affairs Commission, Murat Mercan, said on the Turkish station  NTV.  “We are going to see in the following days whether Israel has done it as  a display of decisiveness or to commit political suicide.”  Thousands of protesters gathered in Istanbul’s busy Taksim Square,  chanting anti-Israeli slogans and repeating Islamic verses while  government officials called for calm and urged demonstrators to avoid  retaliation against Israeli nationals.  Protesters met in front of the Israeli Consulate earlier and marched  toward the square carrying a banner that read, “Zionist Embassy Should  Close down,” and chanting slogans including “Damn Israel,” and “Long  Live Global Intifada.”  Crowds also gathered outside the Ankara residence of Gabi Levi, the  Israeli ambassador, who was summoned to the Foreign Ministry.  <a  title="More articles about Ban Ki-moon." href="http://topics.nytimes.com/top/reference/timestopics/people/b/ban_ki_moon/index.html?inline=nyt-per">Ban Ki-moon</a>,  the United Nations secretary general,  said Israel should provide a  full explanation of what happened. News reports said the authorities in  Egypt and Jordan, two Arab neighbors which have peace treaties with  Israel, had summoned Israeli envoys to protest the action.  . He said on Israeli Army Radio that commandos boarded  the ships by sliding down on ropes from a hovering helicopter and were  then struck by passengers with “batons and tools.”  “The moment someone tries to snatch your weapon, to steal your weapons,  that’s where you begin to lose control,” Mr. Ben-Eliezer said, quoted by  Reuters. The I.D.F. said the ships from the convoy would be taken to the Israeli  port of Ashdod, north of Gaza, where “naval forces will perform security  checks in order to identify the people on board the ships and their  equipment.”  On Sunday, three Israeli Navy missile boats had left the Haifa naval  base in northern Israel a few minutes after 9 p.m. local time, planning  to intercept the flotilla. After asking the captains of the boats to  identify themselves, the navy told them they were approaching a  blockaded area and asked them either to proceed to Ashdod or return to  their countries of origin.  The activists responded that they would continue toward their  destination, Gaza.  Speaking by satellite phone from the Challenger 1 boat, which has  foreign legislators and other high-profile figures on board, a Free Gaza  Movement leader, Huwaida Arraf, said: “We communicated to them clearly  that we are unarmed civilians. We asked them not to use violence.”  Earlier Sunday, Ms. Arraf said the boats would keep trying to move  forward “until they either disable our boats or jump on board.”</p>
